LATEST: This year's Carling Weekend: Leeds Festival in England could be stopped from going ahead on a planning technicality.

Leeds City Council is holding an emergency meeting tonight (19AUG03) after festival organisers failed to apply for planning permission for two access roads to the site at Bramham Park.

The council planning meeting is being held to decide what action to take - less than 72 hours before the first band is due to take to the stage.

A report to go before the meeting recommends councillors should not take "urgent enforcement action" to stop the festival.

But councillors could still decide the temporary access roads cannot be used, which could mean the cancellation of the festival.

Councilor JOHN PROCTER, who represents Wetherby and sits on the planning panel, told BBC RADIO LEEDS, "Potentially the matters under consideration by panel could stop the festival taking place.

"It is a serious matter and should be treated as such."

Among the acts due to play the festival, which starts on 22 August, are Blur, Metallica, The Darkness, Linkin Park, BLINK 182 and Beck.
